Conflict-ravaged Burma Goes to the Polls in Broadly Condemned Political Theater.

The nation is holding an election in a vote broadly rejected as a farce, with key opposition groups dissolved, numerous figures jailed and a significant portion of the country unlikely to vote because of an ongoing internal conflict.

A Staggered Vote Amid War

The military government is conducting a phased ballot nearly half a decade after it seized power in a coup, which ignited massive protests and escalated into a devastating conflict.

Analysts note the military regime, with backing from Beijing, is seeking to legitimise and consolidate its power as it looks for a way out of the devastating stalemate.

"The environment does not allow for the practice of the freedoms of free speech, assembly or peaceful assembly," UN High Commissioner for Human Rights Volker Türk stated.

More than 200 people have been charged for interfering with or opposing the election under a recently enacted legislation which carries severe punishments, including the possibility of execution.

Film director Mike Tee, actor Kyaw Win Htut and entertainer Ohn Daing were among the prominent figures found guilty under the law, which was enacted in July. They were each given a seven-year jail term after criticising a film endorsing the elections.

Logistical Nightmare and Pressure

Civilians are "facing pressure from all sides," Mr Türk said in a statement, pointing out that armed rebel groups have made warnings urging people to shun the polls.

The army has been fighting on multiple battlefields, against both armed resistance groups who reject the coup, as well as ethnic armed organisations which have their own militias. It lost control of vast areas of the country in a series of major setbacks, but clawed back territory this year following relentless airstrikes made possible through support from Beijing and Moscow.

All of this and the fact that large parts of the country are still under rebel administration presents a massive operational hurdle for conducting an election.

A Restricted Poll

The ballot is set to take place in three phases over the coming weeks in 274 of the country's 330 townships, with the rest deemed too unstable. Outcomes are expected by late January.

There is unlikely to be any voting in as much as one half of the country. Even in the townships that are voting, some districts will go to the polls, making it difficult to predict a possible turnout.

A handful of parties, including the junta-supported Union Solidarity and Development Party, are running nominees nationwide, while dozens more parties and independent candidates will contest only at the local levels.

Some 40 parties, including Aung San Suu Kyi's National League of Democracy, which scored decisive wins in 2015 and 2020, have been banned. Suu Kyi and a number of the party's senior figures have been imprisoned under charges widely condemned as fabricated, while the rest are in hiding abroad.

International Condemnation

"By splitting the vote into stages, the authorities can change their approach if the results in the first phase do not go their way," commented Htin Kyaw Aye, a representative of the election-monitoring group Spring Sprouts.

Western governments, including the United Kingdom and the European Parliament, have rejected the vote as a sham, while regional bloc Asean has urged political dialogue to come before any election.

The Myanmar regime has dismissed criticism of the polls, insisting that it aims to "return [the country] to a democracy with multiple parties".

"The election is being held for our nation. It is being held for the citizens of Myanmar. It is not being held for the outside world," a military representative stated at a briefing last week.

Junta chief Min Aung Hlaing warned earlier this week that those who choose not to participate are turning their back on "progress toward democracy".
